I think the word "or" is the key one. It's Ok to write letters, so long as they're on cloth.

(taking this too seriously, as usual)

Sharpies don't last long on cloth, particularly white cloth that you use bleach on, so they aren't "permanent" on some cloth, and bleed a lot on other cloth.

On letter-writing paper, sharpies tend to bleed through to the other side, and permanently mark the desk you were writing the letter on as well. This is more of a problem with the full-size sharpies than the EFP ones though.
